Ireland’s District Heating Rollout — Why it Matters for Commercial & Industrial Biomass Heat

Ireland’s district heating sector has taken a meaningful step forward, with the European Investment Bank (EIB) launching technical and financial advisory support to help move Irish district heating from concept to delivery.

For commercial and industrial businesses, this matters because district heating is one of the few scalable pathways to decarbonise large, continuous heat loads and biomass is recognised as one of the potential heat sources within modern district heating networks.

The Wood Fuel Quality Assurance Scheme (WFQA) ensures that biomass used in Ireland comes from responsibly managed and sustainable forests.

The Background

The European Investment Bank initiative is focused on building the institutional, technical and financial capacity needed to deliver bankable district heating projects in Ireland, using European best practice.

In parallel, the Irish Government has advanced the Heat (Networks and Miscellaneous Provisions) Bill 2024, aimed at creating a legislative and regulatory framework for heat networks, including consumer protections and enabling large-scale rollout.

Why this is important for Industrial & Commercial Biomass Heating

District heating changes the game for biomass because it can turn a single, high-efficiency heat plant into a shared asset serving multiple buildings and heat users. For Commercial & Industrial, this can mean:

  • A new route to scale: Larger, centralised biomass plant room serve multiple loads with high utilisation.
  • Stronger business cases for on-site and local fuel supply chains: Heat networks can support predictable, long-term heat demand.
  • A clearer investment pathway: European Investment Bank advisory support + evolving Irish regulation is designed to reduce delivery risk and help projects commence.

Where Biomass fits in

Biomass is one of the most practical and proven renewable heat technologies for district heating, particularly where there are steady, year-round demand and a need for dispatchable, reliable heat. In Ireland, we see strong potential for biomass-led heat networks in locations such as campuses, hospitals, prisons, manufacturing clusters, and mixed-use zones, where demand is concentrated and predictable.

Across Europe, district heating is already well established in many countries, and biomass is widely used as a central heat source, including in smaller towns and rural communities where a local, secure heat supply can be developed around sustainable fuel sourcing. Biomass can also work effectively alongside other heat sources such as heat pumps, geothermal, oil or gas.

What this could mean for Industrial & Commercial Businesses

If you operate a facility with significant heat demand (process heat, hot water, space heating, or a combination), this may open up:

  • on-site biomass upgrades (higher efficiency, improved controls, thermal storage), and/or
  • participation as a heat user in a future network, where a central low-carbon plant supplies heat at scale.
